It's never shown in the anime, but in the manga (I believe, I've never actually read it I just saw a video about it) it's shown that Eren used the War-Hammer Titan abilities to escape his cell and if I remember correctly, when Eren was threatening Hange, the sparks and titan marks under his eyes appeared, but he didn't actually transform wich makes me think Eren can use the War-Hammer Titan abilities in human form (Same thing happened when Eren used the Founder Titan abilities against Dina's titan, he didn't transform but the marks under the eyes appeared).

Why does he seem more depressed than everyone else? It felt like he knew something we didn’t. That’s why I didn’t judge his motives; I simply didn’t know enough. Do I love him? Not really. By the time Season 4 came around, Eren became a mystery to me. I realized that we were never really shown what he was thinking. So I figured… maybe it was meant to be a secret from us all along.

Also I want to put some emphasis on the Jeagerist situation. The people of Paradis see Eren as their hero and that he is the only one doing something to save them from annihilation by the World. But once they learned the leaked info that Eren was imprisoned for his "Heroic" actions, they lost faith in the government. So now nearly the entire civilian population of Paradis has turned against the government and after they plotted to kill Eren even the soldiers themselves have begun to abandon the military and defect over to Eren's side. The support for Eren was so deep that even the guards that were watching over Floch and the other jeagerists in prison, were actually jeagerists themselves. This why Pyxis said they should surrender to Eren, they are overwhelmingly outnumbered by the support for Eren, and many Jeagerists are still in military acting like they still support the goverment.
