That's not really the case. Chatel's plans are to bring Coven crashing down with such an impact that with A) Best case scenario kill Coven, or B) Injure Coven enough so that he won't be a nuisance.
Paul watches and suggests a hasty retreat.
*Spoilers* That isn't REALLY Chatel doing this. Chatel was long dead since she crossed paths with Deacon. She was an inquisitor for the Parliament and investigated the odd events that happened at Castle Morden which brought her to Deacon (Lavenham's trusted advisor). Unfortunately Deacon wasn't going to have any of that and swiftly took control of her body using the dragon arm.
