The lizards and dragons that roam the city hall aren't native to this town, nor I can find any record of them being involved in the project that started all of this. Since they barely speak and only attack I can't detect any accents or foreign languages, maybe it would be better to ask for the Foreign Office for help on this one

Agent William was chased, beaten down and skewered easily, and unlike Dergotaru, he chose to ran. It seems that stealth is our only option dealing with this guard, until I find another weakness though, I suspect the last thing I want is to attract this monster's attention. That said, maybe a surprise attack could improve our chances at taking him down.

I might be imagining things, but it looks like they're acting like if this was a medieval church, from the outside, it looks like they're placing them in altars as living religious fetish objects... It's gonna be hard to extract agents from this place...
