The criminals can't see the guard who's spanking them, but the guard can see an info screen on the culprit, with details of the prescribed punishment. The details on the info panel, if it's not clear, are the name, age, and occupation; the reason for punishment, number of strokes, and the number of times they'll have to visit the facility for this punishment. What does 50+50 mean? You could interpret it in a couple of ways: perhaps it means that two different implements are to be used; or perhaps it means two sets with a pause in between, so the guard will make one round and then come back to those who are getting a second set.
