To be fair, it's a scorching hot day in the middle of summer and Matt need to take the metro to get to his uni. As a polar bear, he has no choice but to limit his amount of clothing to maintain his body temp.
And yes, he really does have permit from the law to dress that way in public.
Some days it gets so scorching HOT Matt had to go in the nude.
