Well, Gardevoir's original design had what was essentially a white dress in the same shape. When I was drawing Gwenevere for the first time I naturally added that feature, but it hid a lot of her figure. I wanted to see some more goods like the shape of her thighs and the rest of her panties while still keeping that important design aspect because taking it away would make her feel less like Gardevoir. So I figured I'd just make it transparent. I can have my cake and eat it too. She keeps this recognizable part of the gardevoir design and we get to see her nice figure more clearly.
