Plus, we dont really know what (and how many) stand he got on his discs. He (nearly) killed FF with a stand disc that literally just boils water and doesnt do anything else. Hyperspecific stuff that really cant be used in a fight. Puccis plan also never involved fighting Jotaros daughter. His plan was always to just kill Jotaro and bail, no one could predict that Jolyne would become as dangerous as her dead

Pucci the human priest is not going to be able to recruit as many people as the immortal vampire who can use telekinesis and time stopping abilities. Sure he can use his ability to implant memories which makes him a little stronger, but he still also has to maintain the appearance of a normal priest, lest be picked up by the Joestar foundation and get rooted out and terminated. I don't know if any normal human could get this plan this far.
