That is correct yes, the explosions are silent, they only added sound in the anime for dramatical effect.

I think there might have been a problem with the subtitles because some iterations of this scene don’t include jotaro specifically saying the sound he heard sounded like josuke

Saying Hayato is the goat is like saying 2+2 is 4. It's undisputable, it's a fact, we all know it, yet none of us can stop saying it. LOL All hail the smartest character in Jojo's. Even though it's annoying Jotaro didn't investigate his suspicion, Hayato trying to get their attention would mean there's a real good chance Josuke dies from the Stray Cat Air Bombs. Also Jojo's has always been a little odd when it comes to how long a monologue takes and how much distance is between two people which is why time duration and distance is specified so much. It's something that doesn't really work well in an animated format. But this is also why in the second episode when they're fighting Angelo, I always laugh cause there's a scene where Jotaro runs out saying, "That sounds like Josuke. Something must have happened to him." And I'm like, OH, NOW YOU CAN HEAR JOSUKE'S VOICE IN THE RAIN HOWWWWW CONVENIENT LMAOO

I agree with you that there's a lot of incoherence in this part, like it's really obvious that the author made Jotaro weaker on purpose in order to let Josuke shine and create more tension in the fights etc., since Jotaro's time powers would make everything too easy. I also got really frustrated by that scene where all the other characters are just one street away but somehow can't hear the screaming because of the rain, but I guess having everyone gang up on Kira would have made things way less interesting xD

It's heavily implied the explosion sounds are for the audience's sake, and no one actually hears them. The rain is also a lot more severe in the manga making them not hearing the fight more plausible, but jotaro still should have checked even if it just could have been the rain.
