Yes the gardens are real. Araki travels and researches the places in Jojo's to the point where people who live near some of the sights seen (e.g. specific streets) can verify the backgrounds are copies of the actual place (down to the mosaic dog) "Oh, and you don't happen to have six fingers on your right hand?"
