Everywhere they go they sneered at, looked down on or denigrated like this. And if they raise their fist against it, THEY are the ones who get into trouble, because the law is not on their side. If the minority is treated poorly enough (much like Keidran in the comic) they could easily find themselves in mortal danger if they try.
