If I were to speculate the collar's purpose...I'd say it makes a normal trained animal look like a Keidran, so that to an actual keidran they look like a broken, tamed slave, for the purpose of instilling fear and/or model behavior?

see this is why the enchanted slave collars i make don't kill. if anybody(except me) try's to remove one not only will it not come off, but another collar with the same enchantments appears around the neck of the person who made the removal attempt.

Good to see that the Evil Grand Templar followed proper Mad Scientist guidelines and kept notes. Lots of illustrations? Hmmm... Perhaps there is a chapter on enhanced libido, something about it being an exponential function of the amount of size difference induced. Then of course there are the dire warnings, first of which is to to never use it on small woodland creatures that might be immortal and/or invincible.

I liking that there is a lot of characters involved so far in this story.

It's gonna be just like the Fate series, you have to bang each other to keep the magic work. Or in this case have it dissipate. Also why has no one considered just keeping Nibbly in her present form?
