I don't think this scenario is as contrived as Walter's. Let's say if Miles were out of the picture, they both had a lot to drink, Joe made a good enough bet (let's say, the keys to Joe's dad's vintage muscle car for a month if he wins, fucking Joe in the ass he loses) and Boomer lost, he'd be a man of his word and do it. And Joe would never let him live it down.
