The silver keys are sorta mass produced (hence why we saw like hundreds of different types of Plue during the feast) but the golden Zodiac keys each have one per sign. Lucy has the gold keys for: Aquarius, Tauros, Cancer, Virgo, Gemini, Sagitarius, Capricorn, Leo, Aries, and Scorpio. The two keys she's missing are Pisces and Libra. Edit: I did forget about Ophicus, but that's due to the whole 13 being unlucky arguement and why we only do 12 zodiac signs despite 13 working better.
