I'd say doflamingo is/was the 2nd strongest warlord behind mihawk, a lot of people have pointed that out already. One could argue Blackbeard might have been the strongest when he was a warlord, because he basically leapfrogged warlord status and almost immediately became an emperor as you pointed out.. But I'd like to throw in an observation. Shanks, Mihawk and Blackbeard. Oda has been very selective with these 3 and when they appear in the story. Shanks and Mihawk we're both introduced in the very beginning, Blackbeard soon following basically in the of the start of the grand line, just after Alabasta. So in the grand scheme of the overall story, you could say we saw these 3 in the beginning. we didn't see any of them again until the summit war arc, basically the turning point of One Piece and the middle of the story where everything changes. So my observation is this, obviously we will see the 3 of them again toward the end of the story and they will have some of the most significant impacts given how they have been used to guide the beginning and middle parts of the story. How, why, when, where I don't know, but I do know I cannot wait for it to happen! Something to think about.

It suprises me that Ruff still doesn't like Fujitora. I get that he realistically couldve done more but I love that he trusted Luffy and knew that the Navy cant be the hero of the country because the government is responsible for them at the end of the day. But still he wants to bring down the warlord system, he helped with the rubble from pica, and the navy has spent the whole time trying to evacuate people to safety. They have definitely been making a difference in helping in the country. For me personally, fuji is top 5 OP characters, but everyone has their own opinions. I know he is done with dressrosa currently and I hope his opinion on him keeps changing but if not, oh well. It is nice having a different perspective on characters too
