No. Thing is it’s the “lead in” filler to the Z movie but you wouldn’t be able to watch that movie until after Punk Hazzard due to a major spoiler on a particular character.

I thought it was pretty funny filler. I normally only skip filler when it’s in the middle of an arc and it isn’t trying to tie in with the arc, like with what they did with Ace in Alabasta. So like the filler episodes during Impel Down that just interrupted it, that I skipped. But I would say skip since it’s not really impacting story. It’s mostly just a lead in for the Z movie. I would watch them if your going to do the movie though

These episodes are for the One Piece movie Z. They are also unnecessary for the movie, but there are some shorts that tie in with the movie that should be watched before. 575 to 578 isn’t bad, you’ll just spend more time with the straw hats.

It's related to the Z movie, I'd say to watch it along with the movie. The tricky part about that movie is that it's supposed to be filler, but there are some details that can be considered canon.

It depends. If you plan on watcging Film Z (which is considered 1 of the best movies) then yes, preferably right before watching the movie. If not then there's definitely no need.
