To be fair, most people greatly underestimated Navy admirals before this arc. This arc is one of my favorite, it really shows why One Piece is different than most shônens. At the time this came out, absolutely no one predicted what this arc was gonna be.

The power raylegh uses doesn't actually kill people , and it's not spoil since you had the name of this power stated when he saved Caimie and you saw it in previous episodes. When Shanks entered Whitebeard ship , he did the same power called Haki , and Whitebeard's crew said that weak people can't stay conscious when this power is activated.

That’s debatable Luffy doesn’t have the highest bounty but that doesn’t mean Kidd is stronger. Kidd is more violent towards civilians then Luffy hence the higher bounty.

Be carefull with your assumptions. Luffy is currently not the strongest of the rookies on this island. And in the grander scheme of things, luffy is a total nobody at this point in time.

They never said that the second legend is on this island. If you connect the dots it should be really clear who is meant. And the marines couldn't have known that Luffy enters the auction house (they were there before the auction even started according to Law) so this leaves only Rayleigh.
