Whipping boy Prompto.
He's not allowed a potion because it defeats the purpose and is the only way to get Noct to really take responsibility for his actions. Not that he would have been like 'oh well its just for an hour then a potion and good as new' but this way Prompto will always carry his reminder.
I imagine Noct begged for them to use a potion. This is the first time they've had to resort to this and he probably always felt he would be able to talk them down so it's been a rude awakening.

FAAAAAACK my HEART .This is so painful. Noct looks absolutely guilt ridden in the last panel. I love how he's wiping away a tear, and how Prom still has the heart to smile after what's happened.
