:) At this moment, Levi still sees Piet as "perfect" so I think he mostly meant himself here (but maybe with a hint of impliying that Piet shouldn't let his mother decide everything for him).

Levi could of said "figuratively" to emphasize how his brother Piet locks his emotions in, since he isn't the loud child and may keep those things to himself.
