The other thing that kinda makes Cullen a unique character in this game is that he has seen both the mages and the templars at their worst. He witnessed Maleficarum run amok in Origins in the mage tower. Then he saw the corruption and abuse of power of Meredith and her templars in Kirkwall. So he's a good sort of perspective in that he knows the worst of both sides.
