Yep it’s a bug specifically for the Resting Grounds. Also, Cornifer only moves once you’ve done enough in that area. If you beat him somewhere, he will leave the note but won’t sell the maps until you actually meet him in that location.

2023-01-20 09:40:44 +0000 UTCI think the reason you couldn't get the Resting Grounds map is a bug. The developers didn't expect you to make it there so early in your playthrough, and I think Cornifer just hasn't arrived yet (and the note must always be there in his absence).
