You still don't quite understand the whole "Tawi forst tresspassing house" thing it seems from your question in the beginning of the episode so I shall explain it a bit more~ Gram and Nuch were talking about this situation in the first episode when they were sitting in the classroom before the test. Tawi, powerful super rich business man, was "somehow" allowed to buy land in a national forest to build a house there. The land he bought had native villagers on it that had been living on that land for MULTIPLE generations but he didn't care and displaced an entire group of people to build a second or third or fourth house for himself that he won't even be mainly living in. He did not get in trouble with authorities and was allowed to do this because he had a land deed when the villagers didn't because why would villagers who naturally settled there generations back have a piece of paper showing ownership? Tawi was able to buy one though which screwed the villagers out of their home. Major media outlets were ignoring this issue and not reporting on it probably because Tawi was paying them off, the fire they set couldn't be ignored though so it forced major news outlets to report on the issue even if they lightly glossed over the trespassing issue while reporting his house being burned.
