Dick and Sean, the reason why a lot of sculptures like the statue of David were depicted with small penises is because the Greeks back then saw it as virtuous in a way. They viewed large genitals as barbaric and a sign of low intelligence and/or lack of general modesty. It was based on the idea that people who gave in to their animalistic urges were uncultured and didn't reflect their society's idea of what a man should be (scholarly, political, etc.).
