Obviously we know Azula is not a reliable narrator and well why would Azulon have his only other grandson killed. So in term it’s a theory that’s around that Azulon actually ordered for Zuko to be placed into Iroh’s care becoming his heir. That way Ozai “looses” his first born son and Irohs bloodline continues.
