The "cutting the hair to symbolize change" thing isnt just a woman thing, its just more common as men in anime don't typically have hair long enough to cut like that. But also, Edolas Lucy with short hair fits the punk attitude way more than long hair. As for them not recognizing Edolas Natsu, if Superman can slap on a pair of glasses to become Clark Kent, anyone can. Something to do with masquerades probably.
