This doll is usually homemade and is made from tissue paper and cloth and hung outside doors. She made a bunch of them because she was called gloomy and its heartwarming that she finally got the sunny weather that she wished for. Juvia is also just a funny character. I'd say this opening gives the most information out of most others (even beyond this you get too much info)
