In the comics Kiteman is actually kind of an interesting character because he was a very low level villain originally but then after a reboot became a much a more sympathetic character who was forced into villainy after his son was murdered and was a big part of a storyline called The War of Jokes and Riddles that was basically a street where the villains were split between following The Riddler and The Joker and he ends up helping Batman in the end. He's one of the cheesy gimmick villains from like the 70's that they've rebooted to make interesting.
