Just a bit of lore. Makoto is genetically weaker than both of the heroes who are human. He is a variant human created by that idiot goddess with the only "improvement" being beauty and an increased love for pretty things while the remaining states are heavily nerfed in the general population. Makoto is basically a lower variant of human that was not supposed to survive on earth since he was born during the time where is mother and father's blessings had dissipated and their bodies were still acclimating to the enormous strain of earth. Makoto's older sister was born under the goddess' divine protection and his younger sister was born after his mother acclimated but during Makoto's pregnancies the goddess' protection failed abruptly and nearly killed both him and his parents. He was born ugly by hyhuman standards due to a birth defect as his mother was pregnant with him while essentially battling for her life just to exist on earth. It has been probably 15 years since I read the novel but this is the condensed reason for why Makoto is so damn strong, he survived on a planet that nearly killed his grown-ass parents while stile being a damn fetus. At birth and all through out his childhood he was a sickly child but he survived and grew stronger and THEN returned to a weak-ass home world where his body was originally meant to be. In short, Makoto is built different from all other hyhumans and since he existed on a planet that should have crushed him out of existence he built up a tolerance to nearly dying, hence he has the ability to constantly expand his mana pool since that was what he had been essentially doing since being a fetus.

And Lee regarding your question about why Mokoto is so op (other than being blessed by the moon god in the first season) I think it was stated in like the first episode of season 1 that since earth is a more stressful environment, coupled with the fact that he's the child of otherworlders, amplified his mana serves exponentially, or something along those lines (but that's what I vaguely recall from season 1).

Remember that the Godess was not the only Deity that Makoto met. He also met Tsukuyomi first. Tsukuyomi is the one that gave Makoto his OP power.

I'm so glad you guys hate trash hero. Look at that dude showing off his true shit colors. The writers have done a great job making him extremely dislikeable in the short amount of time they have. I remember when I first read his part in the webnovel and I felt sorry for him. Then I got to this part and I was like NOPE. Someone for the love of all that is good, gouge out this mans eyes! Then kick him into a ditch with that princess too while they're at it.

Just to add to the power gap makoto is constantly suppressing his power like 5 different ways ( the rings , clothes, ki ect ...)
even in S1 his arua was compared to that of multiple demon lords

Regarding the uneven strength of the heroes:
- Hibiki considers herself a prodigy who excels at most things she does, which is why she was bored with her life on Earth. This is why the Goddess only gave her a belt that lets her summon a wolf spirit, and Charisma. She didn't get anything immediately powerful because she wanted a challenge.
- Tomoki has no confidence in himself and always blames others for everything. When he realized he was transported to another world he sought immediate power, thinking it would fix everything for him. In the end he got manipulated by both the Goddess and then Lily, the Second Princess, to do what they want.
- Makoto was born weak. Both his older and younger sister were born with a lot of the blessings their parents have as Hyumans while Makoto got none. Earth is a tough place to live for a Human. It is much worse for a Hyuman, and a Hyuman without blessings like Makoto has it really rough. There is more I'd like to say, but... spoilers. Anyway, having grown up in such a hostile place, going to the other world that is so much easier to live in because of the mana there would be like that scene from Naruto where Rock Lee takes off his weights and opens his Gates.
There is also the power Makoto got from Tsukuyomi, God of the Moon. It is a very versatile power that lets him do more or less what he wants, like for instance sensing everything around him, suppressing his mana or even healing. It is also a power that does not use mana (IIRC) and is therefore undetectable by anyone else (except perhaps other Gods). This power, or rather its source, is also where the title of the story comes from. "Moonlit journey through another world."
The last power Makoto got came from the Goddess. It is the ability to speak/understand every language except the one spoken by Hyumans. The Goddess gave him this power out of spite, but it worked out pretty well for Makoto. For instance, he is able to understand and use all the magic languages used for incantations that others find very difficult to learn, as was sort of pointed out a few times in the series already.
In conclusion, Tomoki got gifts and powers that seem very OP from the start, but actually have limitations, like you've seen in this episode with the charm ability not working on powerful individuals.
Hibiki barely got anything, since in a way she is supposed to find her own power. Although that Charisma power she got seems a bit sus.
Meanwhile Makoto struggled just to live since he was born, but that's probably what made him very strong in this other world.
He also met a kind God who gave him a power to make up for the poor treatment he received from the Goddess. This one is probably because of Makoto's easy going and good-natured personality meshing well with Tsukuyomi's. If it were Tomoki instead I doubt Tsukuyomi would have been nearly as generous.
Finally Makoto even found good uses for what was supposed to be a curse of sorts from the Goddess.

I think a better way of looking at it is in the beginning. When the God told him that his parents were from that world and he was under strain in our world it would be more like Yusuke from YuYu Hakusho when he was wearing the spirit cuffs, but then when he finally went back to his parents world the spirit cuffs were released and he had all that tremendous mana

The reason makoto is so OP is because of how he grew up on earth with a hyuman constitution this was explained a while ago so can't blame you for not remembering he basically was Goku training on king king kai's planet when he was on earth (extremally weak constitution as a child so he had to undergo monstrous training just to have an average childhood)

This is correct. The only thing the goddess gave him was the ability to speak all languages other than common. All his other power came from the other god. His parents are really from this world and they signed a deal with the goddess that their first born would come back as a hero at some point, but she tossed him out because of his ugly face :)

I think the reason he’s more powerful than the other heroes is because the moon god I think from the other world he was from gave him so much of his power he had to sleep for 200-300 years since she gave him so little abilities.
