More doodles + Tier 4 change

After thinking things over with some friends, I'll be making some changes to the highest tier with regards to the character limit - mainly that Tier 4 subscribers will only be allowed to have one character per month as opposed to two. These changes will take effect starting this month - any unfulfilled requests that were made before February 2024 will still be allowed to have two characters.
