I side with Jimbei in this case. More so because of the history of his people and his life experiences. Also, not only that, all of the things going against the Straw Hats is not helping at all. Accused of kidnapping mermaids, Sharley's prediction of Luffy destroying Fish-Man Island, and holding King Neptune and them hostage. Even if some how the Fish-Men can get past all that, at the end of the day, the Straw Hats are pirates. Fish-Man Island does not have a very good relationship/history with most pirates, as we've seen from the flashbacks. All I'm saying is that it would be very difficult for the country to have enough faith in humans again to where they'll accept their help. Luffy and the rest of the Straw Hats would have to find a way to "tip-toe" around those obstacles and then be able to help. Sorry for the long rant lol
