A party of 4–5 adventurers of 3rd level can make a real change in a city’s fate with just a little bit of subterfuge by Planting Evidence, but any rogue can acquire some insurance for their next heist by paying a tithe to the Knaves’ Alliance, get the most out of death by throwing in with the Skull Diggers, be assailed by ne’er-do-wells aplenty Criminal Elements, or even run afoul of an unusual entrepreneur when striking a trade with the Wight Fence!
