anyway, that brightness distortion is a similar effect that causes the aurora borealis :)

Imagine they just interfere with the atmosphere just enough to create some sort of "bouncing" cage, signals inside work just fine but won't come out. Signals from outside might be received, they have a complex geometry plan, calculate the way signals should bounce. That's why they have so many towers, some might be just backup

you could, it's mostly a camouflage light, it just mean you see a white-ish spot that just blend with the clouds. it's not really blocking the cameras or videos from distance, so if you get near the city you'll see it, specially from the ground level. (in fact, it's not so strong, so it won't mess up much the city sky either)
