I believe the witch initially captured the thief to use her as a test subject. And then, she must have taken a liking to her soon after. The thief became a futanari because the witch made her that way. I omitted that part quite boldly, so it might have been a bit hard to understand.

But there is no clear explanation on why the witch wanted to capture the bandit. Plus how did the bandit become a futanari? I assume it’s because she also used the futanari spell, but when did she learn to use it? This work is really good, but more context is needed to better understand what you are trying to tell in this story.
