They don't need or want slaves, or to rule over people. They can't appreciate anything in the universe that's not dalek, so destroying everything that isn't dalek in one blast is kind of just fast forwarding to their ultimate goal. Also Gwen is played by the same actress who played the psychic maid in S1 E3 the unquiet dead. The explanation is that Gwen is the granddaughter of that maid. There is a deleted scene that takes place at badwolf bay where the original doctor gives the second doctor a "tardis seed" and tells him he can actually grow another
