2025-11-26 08:23:09 +0000 UTCI got the "Download quota exceeded for this file, so you can't download it at this time" message while not logged into Drive, but so far one of the folders downloads just fine with a log in. I'm not sure if this is the situation others have, but it's definitely possible Google would limit and even prevent downloads if someone isn't logged in on a given browser. Bit of a shame though since there are legitimate security reasons why someone would prefer not to be signed in.
