In the LN they say Luminus likes to dress the normal way. Don't know why they changed it. Demons are known for the Skill Create Material, but some others have it too. It doesn't require some other garment first. Shion would have been eventually be affected by the Holy Field, it purifies magicules but it is taking much longer. She knew about it from Rimuru and let it happen. Raphael learned (she insisted it was learned, not acquired, in the LN) Predict Future Attack by watching how Hinata was using her Compute Prediction Skill. Being a superior Skill, Raphael was able to predict much better.
