In the Sandman comic, they are in the dreaming because they have become archetypal figures, who live on in the minds of dreamers. Here, they keep enacting versions of their original story (murder/victim).

There was an epidemic of “encephalitis lethargica” between 1915 and 1926, with an estimated 1 million people effected and an estimated half a million deaths. Causes remain unknown. People who recovered often had Parkinson’s-like symptoms afterward.
