I'd assume it takes quite a bit of skill and planning to be a false ranker. These criminals don't strike me as such. If they were false rankers they probably wouldn't be caught either.~
The father/construction mogul is a bit weird. Or, rather, unusual character. I do know of wealthy people who see themselves as protectors/benefactors of their country (building roads, hospitals, gifting ships to the military). They're not very many of them worldwide and entertainment media rarely include them in stories. This character is definitely a citizen, not a politician, and he runs a for-profit private company, but he talks with the conviction that he's the correct and responsible choice to help the country by doing the same thing others do but with better intentions (supposedly). I think the Samsung comparison is valid.~
I will add one different view on the heroic/non-heroic risk taking. What's it really about, deep down, is the status it offers to those that succeed. That's what others find attractive (women) and admirable (men). However a non-heroic risk-taking action might still confer status inside a closed group. For example, doing wheelies on a motorcycle, or illegal car racing, or something as silly as spending the night in a graveyard on a dare etc etc. Neither the world nor the nation will care, but within the confines of the group, the person's status will grow and adjacent people will treat them similarly to someone performing a standard heroic risk-taking action.~
If her choices are be a hunter or inherit and run the family convenience store in the boonies, then..~

They only take criminals if not enough people show up. The generic mass message can't possibly know how many will answer positively.~
The Association assistant girl says the convicts are there to reduce their sentences. So they volunteered, they weren't forced.~

I'd say, based on previous episodes, that the Association might be suspicious of Jinwoo and the sus guy is there to also monitor him... but that might wrong as they couldn't have known that he'd answer the summons. If his job is to guard the prisoners, he's obviously strong and can fight against people, not just monsters.~
