Replying to myself ... looks like this isn't _any_ encoding, it's just corrupt. All the non-ASCII characters in these filenames are just broken. I'm not sure why.

What character encoding is being used for these filenames. It doesn't look like UTF-8 or UTF-16. If you don't know can you just share what your locale is (the language you're using for your computer), the application, and operating system you're using to create these? They end up corrupted on Linux, like this - "Pok├йmon X & Y - Cyllage City (Bass).pdf"
