I think it’s interesting that the film didn’t include the reason that the surviving victors was so small. There had to be at the very least 60 survivors from 74 years of the games. After Katniss blows out the force field in th books snow rounded up ALL the other surviving tributes, held them prisoner and executed them. So after all these years only seven live.
