So those pills are to induce euphoria in Stolas which we see him taking throughout everal occcasions in the show when he’s miserable . The pills are made by the Queen of Sloth who has drug stashes. One can understand why Stolas would take these and understand Octavia’s feelings of finding out her dad takes these,

As for the Millie situation I can understand why she would be scared to have a child because her and Moxie both have to work pay bills. So if she’s out of commission it would be harder to pay and also her as assassin is very dangerous.

It can be implied that Stella's abuse of Stolas was hidden from her and so she had no idea he was miserable and had seen it as his fault their household became dysfunctional when he cheated with Blitz. Because of his behavior surrounding the whole thing, she can only assume he doesn't care and just wants to run away.
