I think it's more that this segment offers insight into Raymond's brother. It's likely that the Patron of the Borrowed is the being controlling the brother and Swacc are "rebelling" now b/c the skull is so valuable and the other ancient Patrons would be waking up. I'd guess the missing 3 aren't so hot for Elhume anymore, otherwise they'd have been more openly used.
