A strong base is needed in a world with and without powers, for power is all-consuming. Without a strong base, all that has been built will just corrupt and rot. Just like ace. He is strong but his heart just keeps eating itself. He is being corrupted, and when someone corrupts they just can't help themselves. It is impulsive. Their souls hypertrophy around their tainted convictions. Convictions turn into plaques of corruption around their hearts and fozolises their will into a need, a greed that they are too weak to stop.

Also, he has a habit of just putting off things that would take him literally an hour or so to deal with, such as President Theodora and her nether-using subordinates or Ace, his father, and the stolen memories. I understand the he has bigger priorities such as Kaan Swacc, but he spent half a day just designing an academy...

I think he’s more likely to build a magical, maze-like jungle gym using living engravings that forces children to be creative and resourceful with their skills and images. It would fit the whole “magic dream city” vibe he seems to be going for.
