The reason Joseph was able to come back to life in Part 3 was because if your soul wants to return it can but it needs the drive to return and needs to have not accepted death. Although confirmed in the Manga and not the anime, a person's soul very frequently accepts death soon after due to the divinity and serenity of the afterlife and loses it's attachment to life extremely quickly; the person needs to desperately want to come back to actually come back.
