I'm in Denver and 3 years ago the Marshall fire had all the same earmarks; unprecedented winds, dense suburban area, with a wet spell just prior to a dry one. That said, that was only 3 years ago and while you can alter zoning laws, the benefit of any alteration would take decades to flow out of it. So you're gist is spot on, just feeling that middle of nowhere chip on my shoulder that us in Denver sometimes get when it's forgotten that we exist ;)
