OK. I just got why the no desk thing would cause a kerfuffle if the desk isn't there. You could assume the Norm had walked to wherever Jeff was sitting. But with the desk in place, you realize that Jeff was IMing someone who is sitting right next to him, which is much funnier. Of course I've watched my kids sitting on the same couch, and still text each other. Resistance is Futile.

So, like, half a Norm? You could have just faulted the Censorsheep. It occurs to me that in both animation and drawn art, there is no overwhelming consensus as to whether anthropomorphic animal characters should wear clothes or not. Do cartoonists have specific reasons for how/why they do or do not dress their characters?
