Site Update v1.3.0 - Likes & Misc

As mentioned in the last post, I've splitting up the previously planned update into smaller chunks to hopefully break my mental log-jam. This time the main addition is the new Likes system but there's several other small goodies people have been requesting below.

New Features
Posts on the multitap can now be Liked
Notifications for Liked posts can be managed under Settings -> Privacy
Horizontal rules have been added to the site markdown, used with a triple hyphen: ---
Added a Notes/No Notes filter option
Improvements
Numerous revisions to the Multitap's layout and UI, including: replies and threads now open in a popover and users who liked a post can be viewed from the ... menu
Reorganized the Library filter for a cleaner layout
Bug Fixes
The "Incomplete" achievements filter no longer includes 100% achievement entries
Dual milestones, like Added (Completed), are now counted in History tallies under both milestones.
