Atticus is on tier six occlumency with elements of tier seven. His ability to create false memories for himself and others is his sole tier seven skill for the moment, something Emily shares with him. Similarly hes tier six for legillimency with the ability to alter memories on others - something he's practiced on others, criminals, which allowed him to come up with the idea of creating fake personas When it comes to proficiency, I'd think of it like Charles Xavier, Jean Grey and Emma Frost. Charles Xavier at his height is undisputed whilst Jean Grey can approach his skill but never quite reaching it given that her powers are diverse, never quite honing it to the degree of Charles Xavier. Atticus' mentor is much like Xavier, a level of control and finesse that Atticus probably won't reach for a long time but brute forcing and not quite perfecting the adjustments of memories is something that he is well capable of. Atticus exceeds at altering memories because of several factors, such as his previous life where he was pretty much a near sociopath without any attachments. Someone who hadn't shown anyone his true self and was effectively existing with masks on all the time. It is what allows him to view things in different perspectives with ease and that is linked with his ability to alter memories Similarly Emily is not quite there with her own occlumency and legillimency, having needed the aid of Atticus to create her own false persona during the animagus training but she is catching up quite well. She already had some ability in both arts before she'd known she was magical and it shows a natural aptitude in the mind arts so with her intellect, magical talent and drive, it won't be long until she reaches a mid stage of tier six in both arts. I doubt Atticus and Emily will be reaching the level of Dubard, for the same reason why they'd never reach the same level of depth of knowledge of Alchemy...their interests doesn't lie there.
