Well, it's the weekend in the game. There are multiple routes through these days and you can only do 1 event per time (morning, afternoon, evening), so to see everything you have to play through multiple times.
Some of the actions are also only available depending on previous actions, such as whether you kissed Louis after your date. It is helpful to refer to a walkthrough: here is the one for the RPGM original, but it works for my port too.

You can only get that event if you did not go to the grocery store before work - the game branches quite a lot! So if you get the cucumber, you can't do this event. He's on the right hand side of the screen in front of the police station. The best route for him is to choose YES to help him, then NO to getting down from the tree. Take a note of the character image too, he will show up in some other places later in the game
