You were right, Akiha is younger than Shiki. It was just an old style of wording. Terms like "Eldest daughter" and "eldest son" are used even if there is only one daughter and one son. Akiha is the eldest daughter, even though she is the youngest child.

However, due to the amount of blood they found, they assume she is dead. The only reason she didn't die was because she was a vampire. THEN Shiki killed her, and she turned to dust. So the timeline form the police point of view is Satsuki leaves school, goes home, goes back out a night and is never seen again. A few days later they find a lot of her blood and any normal human would have died if they lost that much blood, so she must be dead, and the killer disposed of her body. But in reality, her body just disintegrated after Shiki killed her. So everyone thinks she was a victim of the serial killer, but only Shiki knows that he was the one that killed her.
