I think one the reason this episode feels fast is because the plot didn't actually move very far forward. A lot of this episode was giving context/background to stuff that happened in the previous episode. Also a very cool detail at 14:34 - notice that just as Homura says "That's why Mami Tomoe lost her life" she removes the lid on her coffee in a manner which gets focused on by the camera, and then transitions to Madoka making a horrified expression, and then starts actually yelling at Homura. The coffee is representing Mami, and the lid is representing her head, so that act reminded Madoka of the brutal way that Mami got killed, whether or not that was intentional by Homura
